The Ministry of Development Russian Federation has submitted to the Government of the Russian Federation a draft National program of development Russian Far East until 2035.
On November 5, the Ministry of Russian Federation for Development Russian Far East and Arctic, in pursuance of paragraph 1 of the list of instructions of the Government of the Russian Federation, introduced a draft decree by President of the Russian Federation “On the National program of development Russian Far East until 2035”.
The draft decree was finalized in accordance with the instructions of the President of the Russian Federation at the fifth Eastern Economic Forum.
“The national program is a document that will determine the goals and main directions of the socio-economic development of the Far East as Russia’s national priority for the entire twenty-first century,” the explanatory note to the draft decree says.
The order of the President of Russia to develop a draft National Program for the Development of the Far East of the Ministry of Eastern Development was received in September 2018 at the IV Eastern Economic Forum. 230 thousand people took part in the preparation of the National Program. More than 16 thousand proposals were submitted to the website www.dv2025.ru , 88 384 people took part in their discussion. At the regional level, 142,700 people participated in 2,492 meetings in each municipality of the Far East. There were 11 expert teams at the level of regional governments. The proposals received are protected by the heads of regions in the legislative assemblies. The Council of Public Chambers of the Far East Regions held more than 200 events to discuss the development of the regions. Over 1,100 offers have been collected.
“The preparation of the National Program has become a kind of open work platform where residents, experts, business and government discussed ways of Far Eastern development. As a result, we came to a consensus. The draft national program was ready by September 2019. At the fifth Eastern Economic Forum, we introduced him to the President of the country. The basic principles and parameters of the program were supported by Vladimir Putin, ”commented Alexander Kozlov, Minister of the Russian Federation for Development of Russian Far East and Arctic.
The National Program for Development Russian Far East has three key objectives: to ensure economic growth rates that exceed one and a half times the national average, increase the quality of life of the Far East to a level higher than the national average, and also stop the migration outflow of the population said in National program of development Russian Far East until 2035.
To achieve these goals, the National Program defines specific measures, the implementation of which, for example, in the economy will lead to an increase in the total volume of Far Eastern exports by 1.5 times, an increase in the share of non-primary exports to 40% and the entry into the macroregion economy of at least 11.5 trillion rubles investment.
As for the social section of the National Program, it takes into account specific measures to increase transport accessibility of settlements, accessibility and quality of services of healthcare organizations, education and science, physical education and sports, culture, measures to support family and childhood, and increase the volume of housing construction. As a result of the implementation of these measures, transport accessibility of 1265 settlements, primary health care, and the availability of preschool education for children under 7 years old will be ensured. In each locality, the availability of cultural services and sports will be ensured. The volume of housing construction in the Far East will grow 1.6 times. In addition, the National Program provides for goals, directions and measures to accelerate the socio-economic development of each of the 11 regions of the Far East, which are determined taking into account the views of their residents.

We want everyone to open the Program to see what is planned to be done in his region and what standards are used for cities. Indeed, few people actually know about them. I want to emphasize that the goals facing the National program of development Russian Far East until 2035 are ambitious. And in order to achieve them, one must not only take a huge step forward, but also make a whole march-throw. Because first the Far East must catch up with the average Russian level, and then overtake it. And for the march to be successful, it is necessary, as the military says, a commonwealth of military branches.
